Owning a villa in Bali is a dream for many, but it comes with risks that most owners don't think about until something goes wrong. Whether you rent your villa out to guests, use it as a private residence, or run it as a short-term rental business, the right insurance coverage is essential to protect your investment.

This guide covers the correct insurance structure for villa owners in Bali, following Indonesian insurance standards, from the most basic fire cover through to comprehensive protection for your property, guests, staff, and rental income....

The Indonesian Insurance Framework for Property Owners

In Indonesia, property insurance follows a layered structure regulated by OJK (Otoritas Jasa Keuangan), the national financial services authority. Understanding this structure helps you make informed decisions about your level of coverage, and avoid gaps that could be costly.

1. Fire Insurance (FLEXAS)

FLEXAS is the entry-level property cover in Indonesia and the minimum coverage any villa owner should have.

The name is an acronym covering 5 basic perils:

  • Fire,

  • Lightning,

  • Explosion,

  • Aircraft impact,

  • Smoke damage.

FLEXAS covers damage to your villa's structure and contents caused by these specific events. It is the foundation of all property insurance in Indonesia, every more comprehensive policy builds on top of it. For many villa owners, FLEXAS alone is not sufficient, particularly given Bali's exposure to natural disasters and the additional risks that come with renting to guests.

2. Property All Risk (FLEXAS + TSWDD + RSMDCC + Others)

A Property All Risk policy significantly expands your coverage beyond FLEXAS by adding 3 important sets of perils.

TSFWD:

  • Typhoon,

  • Storm,

  • Flood,

  • Water damage,

RSMDCC:

  • Riots,

  • Strikes,

  • Malicious damage,

  • Civil commotion.

Others:

  • Other Exposures Except Exclutions.

Together, FLEXAS + TSFWD + RSMDCC + Others form the standard Property All Risk package in Indonesia. For a villa in Bali, where tropical storms, flooding, and social unrest risks are real, this level of coverage is strongly recommended over basic FLEXAS alone.

3. Earthquake Insurance

Earthquake coverage is a separate add-on in Indonesia and is not included in standard Property All Risk policies. Given that Bali sits on one of the world's most active seismic zones, this is a critical cover for any villa owner.

The 2018 Lombok earthquake, which caused widespread destruction across the island and affected properties in northern Bali, is a reminder of how significant this risk is in the region. Volcanic activity from Mount Agung and Mount Rinjani adds further exposure.

Earthquake insurance in Indonesia covers:

  • Structural damage to your villa caused by seismic activity

  • Damage from volcanic eruption and tsunami linked to seismic events

  • Contents and fixtures damaged as a result

Given the relatively low additional premium compared to the potential loss, earthquake cover is one of the most important extensions for Bali villa owners.

4. Add-On

General and Public Liability :

If a guest, or visitor, is injured on your property, you can be held legally responsible for medical costs, compensation, and legal fees. A liability add-on to your property policy protects you against these claims.

For villa owners who receive paying guests, whether through direct bookings, Airbnb, or a villa management company, liability coverage is essential. A single injury claim can exceed the value of a full year's rental income.

Liability coverage for villas in Bali is typically structured as a add-on to your Property All Risk policy, with limits that can be tailored to the scale of your rental activity and the number of guests you receive.

Business Interruption

Business interruption insurance compensates you for loss of rental income when your villa cannot operate due to a covered event: fire, flooding, storm damage, or any other insured peril. For villas generating significant income in Bali's competitive rental market.

Terrorism and Sabotage

Terrorism and sabotage coverage protects your property against deliberate acts of damage or destruction. While Bali's risk profile has improved significantly over the years, this cover remains relevant for commercial property owners and is often required by mortgage lenders or villa management agreements.

Machinery Breakdown

Machinery breakdown insurance covers the cost of repairing or replacing mechanical and electrical equipment that fails due to sudden breakdown — not wear and tear. For villas in Bali this typically includes air conditioning systems, swimming pool pumps and filtration equipment, water heaters, solar panels, and backup generators. These are high-cost items essential to the guest experience — a single compressor or pool pump failure can run into tens of millions of rupiah.
